The purchase of blue recycling roll carts was spread over two years because of a
very lean City budget last year. We are allocating $120,000 to finish out the Ward this coming
fiscal year. After the money is allocated (in July), the recycling roll carts will be
purchased and delivered, sometime over summer and fall. There are roughly 2,800
homes in the Ward that still need them. I wish I had an exact date for you, and
I also wish it was happening sooner. The recycling program will be excellent,
but the communication from the City on the introduction of this program was not
very good, and there is a lot of confusion. To complicate things, it was handled
a little differently in every ward.
So the short answer: The whole ward will have blue recycling carts by the fall.
I know many people feel like they are paying for something they aren't getting - but
the $11/month fee is supposed to cover all refuse, including recycling, regular trash,
yard waste, and bulk pick up. Its really a user fee aimed at covering some of the shortfall
in the City's budget. That said, I sympathize with folk who don't have the roll carts, people
want to participate in the recycling program, and its one of those St. Louis quirks that we
decided to handle the introduction about 8 different ways among the 28 wards.
